the grocery store. prices of some produce have skyrocketed some nearly doubling overnight. that's because it's costing growers more to take care of their crops in this weather. in the lisa valleys farm workers -- in the salinas valley farm workers laid down plastic sheets to protect their crops. frost can cause damage. damage to a 200-acre artichoke field in castroville. >> the longer the temperature stays below freezing the more damage the artichokes will succumb to which the inner vascular tissue will actually turn black. but we haven't gotten to that stage yet. >> reporter: the artichokes in that field a $2 million investment. to give you an idea about the price jump that you might see at the grocery store, at one produce stand prices for mandarins went up 40 cents. and prices for onions nearly doubled from 40 cents to 79 cents a pound. taking care of these plants is not cheap for farmers.

so far, california farmers have spent an estimated $10 million for frost mitigation. elissa harrington, cbs 5. it was a cold night in one north bay neighborhood because of this fallen tree. a tall redwood crashed down on power lines on a house in larkspur. nobody was hurt. the tree as roots apparently had decayed. pg&e crews worked overnight to restore the power to a few dozen customers in the area. to pinpoint how cold it will be in your neighborhood, go to our cbssf.com/weather. i had to blast the heater while i was driving to work this morning. it was chilly, elizabeth. >> i know. a little seat warmer a, a little heater and we have a sort of hotspot developing if you want to call it that. they are doing traffic control anyway. jackson street and loring avenue, so again, we are not sure at this point how big the

operations. oakland city leaders are not ready to declare the stated of emergency despite a sudden surge of violence over the weekend. there were 16 shootings during a span of 72 hours that ended yesterday. four victims died all within a six-hour stretch on friday. police chief howard jordan says most of the recent violence is traced to two feuding gangs. he says it's over the past several months about 90% of the city's shootings, robberies and homicides are all linked to a summer murder of a gang member's girlfriend. he would not identify the gangs involved. chief jordan says police have arrested one suspect and three persons of interest in connection with the shootings this past friday. a nationally known police consultant to may be hired by oakland is an advocate for the stop and frisk tactic. the consultant, former los angeles police chief william bratton, says it's necessary to get illegal guns off the streets. but stop and frisk policies vary between cities and are under heavy scrutiny by civil

rights advocates. >> you don't get to stop random people walking down the street just because an african- american male, just because they're young, because they live in a certain neighborhood. we are against that. >> every police department in america does it. the challenge is to do it constitutionally within the law. the challenge is to do it compassionately. you're dealing with human beings. >> if the city council approves his contract as expected, he will start work in oakland february 10. on the national level now, president obama is expected to introduce new gun control proposals in the coming days. and those proposals will likely include bans on some weapons, as well. susan mcginnis reports, gun owner advocates are geared up to block such efforts. >> reporter: president obama says he is putting together his plan to reduce gun violence. >> members of congress are going to have to have a debate and examine their own conscience. >> reporter: the president's plan will be based on recommendations from vice

president joe biden's task force. likely proposals include mental health background checks, longer prison sentences for gun traffickers, and more information on violent videogames. he also wants a ban on assault rifles but many gun rights advocates including mike emerson are opposed. >> the people who want them to get them to do evil things won't be deterred by a ban. >> reporter: the president faces opposition from the nra and lawmakers on capitol hill. even top democrats do not believe an assault weapons ban can pass through congress. the president says if congress cannot pass federal legislation he may use an executive order. >> if there is a step we can take that will save even one child from what happened in newtown, we should take that step. >> reporter: parents of the children killed in newtown, connecticut talked to reporters for the first time on monday. they are forming an organization called "sandy hook promise" aimed at preventing another tragedy. >> i do not want to be someone

sharing my experience and consoling another parent next time. i do not want there to be annex time. >> reporter: the group did not address gun control directly but says it's looking for commonsense solutions to prevent gun violence. susan mcginnis, cbs news, washington. there is a possibility the president's plan will include federal funds for schools that want to hire armed guards. marin county is having a gun buy-back event at several locations today between 11 a.m. and 8 p.m. the locations are police stations in san rafael, larkspur, novato and point reyes station as well as saint andrews church in marin city. people can turn in operable semi-automatic weapons in exchange for $200 and other firearms for $100. a body turns up under suspicious circumstances up in sonoma county. investigators found a car in a no parking zone last night on petaluma road north of east cotati avenue near sonoma state university. the trunk was unlocked and when

they opened it up, there was a body inside wrapped in a blanket. investigators believe it could be linked to a crime in santa rosa but they are not providing any details right now. on the bay area watch on this tuesday, this is the day the contra costa fire protection district closes some fire stations to save millions. stations in lafayette, martinez, walnut creek are all being closed and a station in clayton will only be open six hours a day six days a week. county supervisors there voted unanimously for the closures after voted rejected a property tax hike. a new 7-eleven in san mateo is ordered to shut down. the city council agreed with neighbors that the store shouldn't have been allowed to open. it's on property that is zoned residential. the company is expected to go to court to fight the decision. the 24-hour store on san mateo drive open a couple of weeks ago. lance armstrong has now admitted what many people have long believed, cbs has learned that in an interview with oprah

a shark near the shoreline at a beach in honolulu. a swimmer standing on yokohama beach captured this video of an eight- here you go. on vacation you catch this. an 8-foot shark off honolulu. safety officials urged people to get out of the water. another shark about 6 feet long was spotted at a different beach in the same area. now warning scenes are posted on both beaches. probably a good idea. >> yeah. i would not be getting in that water. >> isn't that amazing how close they come? they come right up -- you hear about a lot of shark attacks just in 7 feet of water.

think you're going out for a nice swim -- yeah. >> come back in! very cold around the bay area again this morning. some chilly temperatures showing up outside even colder than it was yesterday at this time. we're not seeing the wind. the air not quite as dry but you can see that offshore wind continuing here in the bay area and that means we are seeing that cold air coming right from the continent and that means your temperatures really plummetting outside. mostly clear skies right now, and you're looking at 30 degrees and freezing in concord. 29 in santa rosa already. 39 degrees in san francisco. 33 just hovering above freezing in san jose and 30 degrees in livermore. so freeze warnings are up once again. it's colder than yesterday at this time. tough some freezing temperatures in the north bay valleys also in the east bay and south bay, frost advisories continuing even inside the bay this morning. so watch out for that and the possibility of some black ice. as we head throughout the day today, we'll see plenty of sunshine and looks like maybe slightly warmer temperatures by the afternoon. i think much warmer days are

ahead and a little taste of spring, maybe mid- to upper 60s coming up if we're lucky. high pressure in control. the jet stream is being sent well to the north keeping us dry for the foreseeable future and as this ridge moves overhead the temperatures going to start to warm up. around the state, cold in the high country only about 39 degrees today for yosemite. 54 fresno. 57 into monterey bay. skies staying mostly clear with just an occasional cloud passing by. otherwise, it will stay sunny and bright all day. then it looks like another cold night tonight in toward tomorrow morning but not as cold as this morning. the temperatures around the bay area a little warmer by the afternoon. plan on 56 degrees in san jose. 55 hayward. east bay temperatures warmer as well except in the mountains. you can see the blue there so probably highs there only in the 40s. but 50s in the valleys. and inside the bay we'll find it as high as 57 degrees in oakland, 58 santa rosa and 55 degrees in san francisco. next couple of days warmer temperatures on the way, mid-

with a ceremony honoring the dead. in southern california a 16- year-old has been charged as an adult in connection with a shooting at a kern county high school. bryan oliver pleaded not guilty yesterday in a bakersfield courtroom. prosecutors say he wounded a classmate in taft on thursday and tried to target another. he could face a sentence of 32 years to life. several students say he had been the target of bullying. secretary of state hillary clinton is scheduled to testify a week from tomorrow before the house foreign affairs committee about last september's attack on the u.s. consulate in benghazi. the raid killed four americans. secretary clinton had been scheduled to testify last month but she suffered a concussion when she fell during an illness and was later hospitalized with a blood clot in her head. president obama meanwhile says raising the debt limit can be tied to spending cuts. in a news conference yesterday the president said congress needs to act fast to avoid

hurting the economy. without a deal, the treasury secretary timothy geithner warns that the nation could run out of money as soon as mid- february. that's sooner than originally estimated. it's a different budget situation for california. the legislature's nonpartisan budget analyst agrees with the governor. after years of multi-billion- dollar deficits, california's budget is balanced. increased tax revenues are credited for balancing our budget. well, if you haven't gotten the flu yet, you probably know someone who has. so far, california has not been hit as hard as the rest of the country. but doctors say that could change. cbs 5 reporter kiet do found out the best way to protect yourself is in short supply. reporter: despite signs beckoning customers inside for a flu shot, nearly all cvs pharmacies in the bay area have run out. from san francisco to san jose, redwood city to union city, the nation's largest pharmacy could not keep up with local demand. after calling nearly every, single cvs in the bay area,

it's actually easier to show where they still have doses. in palo alto on el camino real, in san jose near westgate mall, and in fremont at the hub, all have a good number of flu shots on hand. >> that doesn't mean that there's no vaccine. people sometimes forget that their own healthcare providers have vaccine. >> reporter: a doctor with santa clara county public health says your best option now is to go to your doctor sense they use different suppliers than the big box stores. the county keeps its own supply but the vaccines are only available to low income patients. is there still time to get a vaccination and not get sick? >> yes. there's still time. >> reporter: nationwide, other cities hit hard with the flu have seen widespread vaccine shortages. california has 16 million doses of flu vaccine and 3.7 million doses of antiviral drugs such as tamiflu. while there is no shortage here, california is not sharing any of its supply to states that are running out. they are saving it for the weeks ahead. a cvs spokesman did not explain

why the company didn't see the rush coming saying, the current high demand is unprecedented for this time of year. we're making every effort to presupply our pharmacies and clinics with vaccine as needed. >> they need to stock up more. >> reporter: the delay means customers will have to roll the dice and wait, go to a competitor or make an appointment with doctors. what if you get something in that time? >> you're out of luck -- what if you get sick in that time? >> you're out of luck. you get sick, losing work and money. >> that was kiet do reporting. today city leaders in san francisco take up two new proposals to address cigarette smoking. the board of supervisors will consider an ordinance that would require owners of multi- unit buildings to tell potential tenants whether smoking is allowed. a separate proposal would ban smoking at some major fairs and festivals including the haight- ashbury street fair and the fillmore jazz festival. that tank their scraped one of the bay bridge towers made an unexpected move before the collision. investigators are looking into

why the pilot guy kleess changed course as he approached the bridge last week. bay area news group reports that the tanker swerved and bumped into the tower closest to yerba buena island. the investigation is expected to take months. and pg&e is expected to reach settlements on hundreds of claims related to that deadly san bruno pipeline explosion from 2010. pg&e still facing some claims filed by more than 300 residents. attorneys think those cases will be settled in the next three months as the utility hopes to avoid going to trial. 120 other cases have already been settled. there's a lot of speculation about a mysterious event at facebook this morning. the company emailed reporters last week inviting them to, quote, come see what we're building, without providing any details. rumors have been flying about everything from a smartphone to a new search engine. the last time facebook held a news conference it announced it was going public. so we'll have to wait to see.

apple shares are barely above $500 this morning after falling below that level during the latest session the first time apple stock was that low in nearly a year. investors got nervous after rumblings that the iphone 5 may not be doing as well as expected. the iphone is facing stiff competition from competitors running google's android software. it is 4:52 now. coming up, does marijuana really lowerrer iq? >> plus, fighting obesity with soda. the coca-cola ad that's drawing harsh criticism. >> and talk about the hair of the dog. how a puppy's life was saved with vodka.

i'm michelle griego. >> hi, everyone. i'm frank mallicoat. 5:00 on your tuesday now. freezing temperatures continue to grip our state but we are going to warm up in short order. >> yeah. i hope so. we have had day after day of these very cold temperatures. today we are not seeing the winds so even colder outside if you are stepping out there now. temperatures plunging into the 20s and 30s. that air is coming from the land to the sea so that offshore wind is drying allowing it to fall like a rock and we are seeing that this morning. some very cold temperatures around the bay area. and freeze warnings up for many of the valleys. looking for the temperatures to bottom out maybe the mid-20s for some spots but frost even inside the bay. how about this, 26 degrees right now in fairfield, 29 in livermore, 29 in santa rosa. and 33 degrees in san jose. as we head toward the afternoon, we should see a little bit warmer temperatures well into the 50s in some spots. maybe some 60s, that's right, gu
